On May 28, 1969, Gov. Preston Smith signed Senate Bill 167 authorizing creation of Texas Association of Counties (TAC).
County officials meet to establish Association.
On June 19, 1969, county officials representing 11 county official associations met at the Baker Hotel in Dallas to establish its Constitution and elect a president.

Workers' Compensation Self-Insurance Fund
TAC created the Workers' Compensation Self-Insurance Fund in response to the state Legislature's requirement that counties provide workers' comp coverage. It significantly reduced the cost of workers' compensation coverage for participating counties and led the way for TAC's other comprehensive risk pools and risk management programs.
Membership grows to all 254 counties
Prior to 1969, Texas counties had no unified voice to speak on behalf of the institution of county government or the officals who served their communities.

The TAC County Government Risk Management Pool was created in response to a growing crisis in the availability of affordable liability insurance for counties. The number of counties without general liability coverage had grown from about 10% in May 1985 to 28% in Jan. 1986.
